Can anyone explain the purpose of the chains hanging from the turret bustle.

The chains are designed to prevent rounds or missiles penetrating the 'shot trap' formed by the turret overhang. The chains are supposed to explode the round, hence they are sacrificial - and spares are generally carried.

I would think that they would set off an RPG, but an APFS or APFSDS round would carry on into the turret ring.
Anyway, in most cases such direct hits can only occur if the shooter was fully behind or to the rear side of the tank.
The back end is a weak spot on all MBT's, I have seen images of American Abraham tanks in Iraq damaged by RPG hits into the air intake grills at the rear, but, as long as the crew stayed in the vehicle they were safe.
The use of MBT's and other tracked AFV's in built up/urban areas is known by the military to be problematic for a number of reasons, one being the limited manoeuvrability in confined areas such as narrow streets .
